Is it censorship if ISPs voluntarily sign up to it? They aren't mandated by law.
The same way a book shop can voluntarily sell or not sell pornography.
The problem I think is that there does not seem a way to opt-out such a service. IWF covers almost all UK ISPs and there is no way of turning it off AFAIK.
It's a slippery slope and I'd rather not have IWF on my cable connection at all. However it seems I can't do anything about it. There is no other cable supplier except Virgin Media.
It's censorship for most of those ISPs' customers, who were never asked whether they wanted to sign up to IWF's ultra-conservative filtering and - in some instances - not even told abou tit. I know of one person (rar42) who called Virgin Media and was told they weren't filtering. Ironically, VM carry several porno channels on their TV service.
